The development of any nation is highly dependent on the governing system and the responsibility of the citizens. Appreciable relationship between the governing authority and citizens produces pleasant results. While rights and protections are provided by the government, everyright goes with obligation in that beneficiaries are required to respond to the development of the society by fulfilling their civic responsibilities. In the history of the Church, there has been controversies on the relationship between the Church and state; which give variant definitions to Christian attitude toward governance.
